WHAT TO DO IF YOU GET THE d3dx9_34.dll ERROR!  Thanks to sarangbeast for the image. 1. Download this file: http://www.dll-files.com/dllindex/pop.php?d3dx9_34 2. The file you've just downloaded is compressed with WinRAR. Decompress the downloaded file with it.
3. Copy the d3dx9_34.dll to the main NFS: Pro Street folder [e.g. C:\NFSProStreet\] - main folder means the folder with the nfs.exe.
4. Try running the game. If it runs - enjoy, problem solved. If not, check the #5.
5. Copy the d3dx9_34.dll to the C:\Windows\system32\ directory.
6. The game will work now.
Important: Don't do the 5 and 6 before doing the 3 point!
